Flood Watch

There is a much warmer trend coming in tonight.  It will be melting snow up to 7000'.  They are expecting 4-5" of rain in the next few days in the lowlands and 10-20" in the West Facing slopes of the Cascades.

The following information is from the NOAA Weather site:

Flood Watch

Tonight: A chance of showers before 8pm, then rain, mainly after 10pm. Low around 40. West wind 11 to 16 mph becoming south. Chance of precipitation is 80%.

Tuesday: Rain. High near 47. South southwest wind between 11 and 20 mph. Chance of precipitation is 100%.

Tuesday Night: Rain. Low around 43. Southwest wind around 18 mph. Chance of precipitation is 100%.

Wednesday: Rain. High near 49. Southwest wind between 11 and 15 mph. Chance of precipitation is 100%.

Wednesday Night: Rain. Low around 43. South southwest wind between 10 and 14 mph. Chance of precipitation is 100%.

Take this information into consideration in your travel and communting plans for the next few days.

I got this information from a friend. If you are using a TV antenna system or know someone who does here is some interest info on what reception to expect from your location when everything goes digital.

I came across a wonderful tool to assist each of us who might be using an antenna (of some sort) to receive over-the-air TV signals.  (This came from Ward Silver, NØAX)

 

The site website is TVFOOL.COM.  Click on the "START HERE" near the bottom of the first page.  By entering in your zip code or for very specific info, your exact address (or Lat/Long coordinates), you will get a very precise map showing which channels you can expect to receive and which you will need an external antenna to get.  It also shows you the exact direction you'll need to aim your antenna for any specific antenna.

Hi All

Well now that the well publicized storm event has wound down, such as
it was, we seemed to have lucked out and most got a good night sleep.
Carnation lost power only for a few hours from about 2:00am - 5:00am
but other than that it was pretty calm. The forecast looks bearable
for the next 48-72 hours so hope they are right about that.

On behalf of the communities of Carnation and Duvall I want to thank
all of you for spending time with me yesterday as we prepared our
plans for the worse case scenario. I also want to express our
gratitude for just being here when we need you. It's sure comforting
to know that when the chips are down we have some awesome volunteers
more than ready and able to respond.

I would like to offer the opportunity for all to get together again
maybe just after the holidays and work on some of those things we
talked about yesterday I would like to spend a little more time
exercising through the use of some of our equipment and hey its fun
just hanging out with you all anyway!.

In the meantime have a safe and happy holiday season.

STORM UPDATE - IMPORTANT, PLEASE READ

All SNOVARC MEMBERS – STORM UPDATE
December 20, 2008

Today SNOVARC staff met with the Duvall PD to discuss backup services
for both police and fire. The decision was made to keep SNOVARC on a
ready status, for call-up at any time during the weekend. Duvall PD
will make that decision.

Our mission is to provide backup communication services to the police
and fire operations, monitor their various systems including computer
and radio based communication. When requested, perform appropriate
duties. This might include transferring messages from various city
departments, police and fire and to provide extra "eyes on" their
communication systems during times when all available police and fire
are in the field.

Additional responsibilities may include support for the CERT "Warming
facility".

The EOC for this event will be at the Duvall Fire Station – the
Warming Facility will be next door at the community center.

Warming Facility and EOC will be independently activated and will
coordinate as appropriate.

All SNOVARC members are encouraged to monitor 145.590 as appropriate
to your individual situation. Remembering, take care of your family
and local situation first.

For possible activation, the following individuals please take note:

Ric Eittreim will receive the activation call from Duvall PD.

Rowland/Kathy Brasch will take first shift of 4 hours.

Ric Eittreim/Tom Redmond take next shift of 4 hours.

Jerry Konoski/LeRoy Collinwood take 3rd shift

Helen and Brady Hagar take the following shift if necessary.

As we all may have road and family issues to address, each team please
be in a ready status in case another team cannot activate. Also, all
members please dress accordingly and bring your own food and water or
coffee. We will have limited ability to access services at the fire
station so plan on being self-contained.

Other SNOVARC members have offered and will be monitoring 145.590
during the storm – Mike Parkhill (KE7PSM) is monitoring and has power
backup. Either Mike or Jerry "could" become a net control as a backup.

Additional info:
Ric's cell phone is partially broken (cannot see screen but can answer
a call)
This is a combined SNOVARC/CERT operation
Kathy Brasch will be point for the Warming Facility
Rowland/Kathy are down to 1 4WD auto so have limited travel ability
Jerry/Rowland both have Duvall FD EOC passes if required.

Duvall Police/Fire and City are coordinating with NOAA and other
agencies and we serve at their request. Please keep all
communications brief and to the point. This is a dangerous storm and
people will be stressed and have limited time in most cases.

Before, During and After the Storm

These are just a few ideas to help prepare you for this coming wind storm.  Use them at your discretion.

Before

  • Make sure your vehicles and generators (see more on generators below)  have plenty of gas
  • Stock up on water and food items for at least 72 hours (or longer)
  • Make sure your pets are protected
  • Have working batteries for your radio (good chance power will be out)
  • Check on your neighbors to make sure they are going to be alright.  Especially those with special needs or the elderly

During

  • When the winds come stay inside away from falling branches ans flying debris.

After

  • If you go outside be very careful of trees and downed powerlines.  Some trees could be leaning and still ready to fall.  Down power lines my still be live. Do not approach them or drive over them.
  • Check on your neighbors to make sure they are alright.  Especially those with special needs or the elderly
  • Listen to your radio for updates.
  • Call out of town contacts (if we have phone service) and let them know you are ok

More on Generators

  • Do not run your generator in you house or garage.  Carbon Monoxide kills!
  • Use extension cords to connect your appliances and lights if you do not have a proper transfer switch already installed.  Do not plug your generator into your house through a wall socket.  This could energize the whole local electricl grid and cause extreme danger to you and your neighbors.

Note: If you have FRS radios we will be monitoring channel 2/0.  The is channel 2 with 0 sub channel (tone/PL)

Hi Everybody

 

As you've heard by now – on top of the already accumulated snow and ice, forecasters are predicting severe windstorms possibly starting Saturday afternoon/evening followed by another snowstorm dumping 4-12 inches in surrounding areas.

 

I'm sending this emergency alert communication to our Duvall-Carnation CERTs in response to a request from Chief of Police, Glenn Merryman, on behalf of the City of Duvall.  If you are a CERT and/or SVARC member, please read on…

 

Chief Merryman has informed me there will be TWO possible roles for our CERTs to fill this weekend beginning Saturday afternoon through Sunday afternoon (depending on the storms of course):

 

  1. 4-6 registered CERTs to help run a "warming center" at the Duvall Youth Center next to the Duvall Fire Station.  This will NOT be a shelter activation, but, instead, a facility designated for community members, volunteers and workers to take a break, have a hot chocolate, warm up, watch a little news or "hang out" if on call for the City.  CERTs should be comfortable accommodating this type of scenario and plan on helping keep the facility stocked, keep a list of folks coming and going and communicate to City personnel as needed regarding the center's activities, status or needs.

 

  1. 2-4 registered SVARC members who have 800 MHz radio communication skills OR who have good radio communication skills and can attend a training session Saturday morning (time TBD) with the Chief regarding the 800 MHz radio.  These CERTs will be called upon to assist the EOC personnel and help record and track the flow of information in the EOC environment.

 

Finally, this is an ON-CALL activation.  While it would be ideal to coordinate our CERT volunteers in shifts, it will be important once the need is determined and volunteers are called that they report to duty immediately (or ASAP).  So, if you are interested and meet the requirements to volunteer for one of the above two needs, please email or call me RIGHT AWAY with the following info:

frequency with Hamscope or any of the many free digital radio programs
and check the waterfall display around 14070 for PSK31 mode.

THE NATIONAL WEATHER SERVICE IN SEATTLE HAS ISSUED A HIGH WIND
WATCH...WHICH IS IN EFFECT FROM SATURDAY MORNING THROUGH SUNDAY
AFTERNOON.

A MAJOR AND POTENTIALLY DESTRUCTIVE EAST WIND EVENT SHOULD DEVELOP
FROM THE CASCADES INTO THE FOOTHILLS AND THE EAST PUGET SOUND
LOWLANDS ON SATURDAY AFTERNOON. THIS EVENT SHOULD THEN CONTIUE
THROUGH THE DAY ON SUNDAY.

DURING THIS EVENT...SUSTAINED WINDS COULD REACH 50 TO 70 MPH
WITH PEAK GUSTS OF 70 TO 90 MPH. IN THE LOWLANDS...THE STRONGEST

I spoke with the people at NOAA and they feel this is going to be a significant storm.  Start getting prepared now.  With all this snow in the trees it is not going to take much wind to knock them down. Then the power goes out. It is going to be very cold with the wind chill factor.  It could reach zero degrees with windchill.

SNOW IS FORECAST FOR THE LOWLANDS OF WESTERN WASHINGTON WEDNESDAY. A DEVELOPING WEATHER SYSTEM ALONG THE NORTHERN BRITISH COLUMBIA COAST TUESDAY WILL MOVE SOUTH OVER WESTERN WASHINGTON ON WEDNESDAY. THIS SYSTEM WILL DRAW MOIST AIR OFF THE OCEAN WHICH WILL OVERRIDE THE COLD AIR MASS IN PLACE OVER WESTERN WASHINGTON PRODUCING SNOW. COLD ARCTIC AIR WILL REMAIN OVER WESTERN WASHINGTON THIS WEEK. DAYTIME HIGHS WILL HAVE A HARD TIME GETTING ABOVE FREEZING AND NIGHTTIME LOWS COULD DROP INTO THE SINGLE DIGITS IN SOME PLACES. RECORD LOWS HAVE ALREADY BEEN SET FOR TODAY.
