My plans have changed a little and I'm going to be active on Rarotonga, as well as Manihiki.  These are two different DXCC entities - I extended my trip by a little more than a week and will have a more time in E5/S (South Cooks), too.  In the South Cooks, I'll be playing more and focusing on rates and totals less.

Merry Christmas and Happy Holiday season.

I just wanted to give a quick update on the Cougar repeater and features. I am sure most of the members are now aware the repeater is now IRLP and EchoLink enabled. What this means in locally or when out of coverage two possible routes are available for accessing the repeater.

If you are not familiar with EchoLink nor IRLP I would suggest checking out the following links and if more questions need to be answered I’m positive club members can help out.

To access the system over the repeater DTMF is used. These are the tones just like one would use over the phone. For example if I wanted to link the repeater to repeater or node as direct links are known in Australia I would identify then key up 6366 for IRLP. Nodes and reflectors (party lines) are available on the IRLP and EchoLink web pages.

Being dual enabled the system needs to know if operator is accessing IRLP or EchoLink. This is done by strait four digit DTMF for IRLP and EchoLink needs to be proceeded by the # symbol on DTMF.

For example if I wanted to IRLP to one of the Australia IRLP nodes I would use DTMF 6366 if using repeater to call my EchoLink station I would use #828578. Once done the disconnect form links is a simple DTMF 73.

DTMF can also be used to access time and playback over the controller at Cougar Mountain.

DTMF 111 will play back the current time.

DTMF 123 once entered the repeater will say ready key up again and speak and the repeater will play back the audio once unkeyed.

Four digit DTMF for IRLP link.

# Then EchoLink connection number.

Simple 73 DTMF to disconnect any links, don’t worry if this does not work as the system will auto disconnect after 20 minutes of non-repeater key up.

I suppose the only way to renew then will be forcing us to buy new random plates long before the 7 year period is up. No surprises here but at least my next ones come due in April.

WASHINGTON DOL FINDS PROBLEM IN HAM LICENSE PLATE PROGRAM:  Pat, WA6SCW has discovered a glitch in Ham Plate issue/renew process.   For those hams in WA with callsign license plates, you may be interested to hear that last weekend (12/10/2016) WA DOL changed its website and software for renewing car license tabs. Unfortunately, the new system has a bug which prevents online or mail renewal of license tabs for Ham Plates. An error message is produced which says that the tabs cannot be renewed because "additional documentation is needed", but DOL Customer Service in Olympia has no idea what (if anything) is needed or how to fix it. My local licensing office in Jefferson County couldn't help either, as they have no control of the online or mail renewal systems. I spent about 2 hours on the phone today going back and forth between Olympia and the local office, but I really don't think anyone knows how to elevate the issue to someone who can fix it, so it will probably be awhile.

Amateur Radio Parity Act Bill Unable to Overcome Florida Senator's Objections

The Amateur Radio Parity Act, H.R. 1301, suffered an unbefitting demise on December 9 as the 114th Congress drew to a close. After passing the House of Representatives on a unanimous vote earlier this fall, the bill stalled in the Senate due to the intervention of only one member, Sen. Bill Nelson (D-FL). The measure would have directed the FCC to extend its rules relating to reasonable accommodation of Amateur Service communications to private land-use restrictions, such as covenants, conditions, and restrictions (CC&Rs) imposed by homeowners associations.

"[During 2016] Nelson received thousands of e-mails, letters, and phone calls from concerned constituents asking for his support of H.R. 1301. Numerous meetings were held with his senior staff in an effort to move the legislation forward," ARRL said in a news release. "Negotiations, which led to an agreement with the Community Associations Institute (CAI), the national association of homeowner's associations and publicly supported by CAI and ARRL, were brushed aside by Sen. Nelson as irrelevant."

In a final meeting with Nelson's staff as the 114th Congress neared adjournment, it became clear that no matter what was said or done, the Senator would oppose the bill and refuse to allow it to move forward. Because the measure had not been put on the floor schedule, the only way it could have passed the Senate would have been through a process called "unanimous consent." A Senate member may request unanimous consent on the floor to set aside rules and expedite proceedings. If any single Senator objects, though, the request is rejected.

The unhappy ending followed nearly 2 years of intense effort on the part of ARRL and thousands of its members, who contacted their Congressional representatives to urge their support of the measure on Capitol Hill. The ARRL Board of Directors is expected to discuss the future of the initiative at its January meeting.

This particular software isn't very useful at HF frequencies.  It will simulate light tropospheric ducting, but no ionospheric propagation.

You might try the HFTA (High Frequency Terrain Analysis) package.  But even with this, it'll only be simulating the 'first hop' and doesn't take into account transmitted departure angles or angle of arrival for DX signals.  (PDF warning - http://www.arrl.org/files/file/Product%20Notes/Antenna%20Book/hfta.pdf)

Repeater Coverage

I have access to some pretty remarkable propagation simulation software, at work.  It's used to give good predictions of coverage for indoor, outdoor, and mixed RF systems, during design.  When fed with good terrain data and "clutter" data, as well as accurate data describing the RF equipment at both ends of a system, the results are shockingly accurate.


Terrain data describes the surface of the earth's elevation above sea-level, just like a traditional topo map, but far more accurate.  I used both data from the space shuttle "SRTM" data and USGS digital elevation map "DEM" data for these examples.  "Clutter" data describes the environment above the surface and how far up it extends.  By way of example, there are 6 different attenuation values for "forest."  Clutter data is "for pay" data and I won't have access to it for our area going forward (but if I wanted to repeat the simulation for Kigali Rwanda, I'm set!).


As the Imgur album says, I produced what I believe are good predictions for 2-way coverage with a person standing at ground level and a typical HT and stock antenna.  Higher gain antenna and elevation extend this footprint pretty significantly.


If you have interest in a close up of your area or a simulation of coverage with your antenna (higher gain or elevation) setup, just ask!  It'll be very easy for me to run these through Friday and will only take a day or two, after that.

Google Earth IRLP

If anyone is interested this is a quick KLM that can be added to Google Earth to see all the active IRLP nodes and reflectors that are online and given proper data location. Our node is 7079 and shows up on the map at the Cougar site, when linked via IRLP the line will be shown on the map if accessed via EchoLink in number will be yellow rather than blue with no linking information.
